If you think it’s hard to find a job in New York’s down economy, try doing it if you don’t speak fluent English. For nearly a third of the population in neighborhoods such as West Harlem and Washington Heights, English is a second or even third language. That explains why enrollment in English as a Second Language — or ESL — classes has increased this year.
